A PEA can be walked at any time of year, and in most cases should be the first thing commissioned. What changes with the season is how much of the botanical detail is visible and therefore how firm the survey recommendations can be. A winter PEA is still worth doing early: it identifies the constraints and tells you which seasonal surveys to book before the window opens.

The statutory biodiversity metric scores habitat by distinctiveness and by condition, and condition is assessed against criteria that mostly require the sward to be growing. Outside the growing season a condition assessment either cannot be made or has to be made precautionarily, which usually costs units. For England, this is the single most programme-critical survey on most schemes.

Buildings, structures and trees can be assessed for roost potential at any time. The result determines whether emergence surveys are needed at all, and how many. Commissioning this in winter is the cheapest way to protect next summer's programme — you find out in January whether you need three emergence visits in June.

This is the window that most often costs a scheme a year. Emergence and re-entry surveys establish whether a roost is present and what it is used for, and the guidelines set the season, the minimum number of visits and the interval between them. A building with moderate roost potential typically needs three visits spread across the season; if you commission in late August, you cannot complete them, and a European Protected Species licence application will not be supportable until the following year.

Landscape-scale activity surveys characterise how bats use a site rather than whether a specific structure is a roost. They matter most on wind, solar, battery storage and linear infrastructure schemes, where the assessment turns on commuting and foraging behaviour across a season rather than on a single structure.

Structures with hibernation potential — cellars, ice houses, tunnels, culverts, some mature trees — are inspected in cold, settled conditions when bats are torpid. This is the one bat window that opens when everything else has closed, which makes winter a genuinely productive time to progress a constrained site.

Environmental DNA water sampling has a hard statutory window: 15 April to 30 June. Outside it the result is not accepted. A single eDNA round is often the fastest and cheapest way to clear a pond from the assessment, but only if the sample is taken inside the window — there is no discretion here.

Where eDNA returns a positive, or where population size class is needed for licensing, presence/absence and population surveys run mid-March to mid-June, with at least half the visits falling between mid-April and mid-May. In much of England, district level licensing now offers a faster route than survey and bespoke licence — worth testing before committing to a survey programme.

Reptile presence/absence uses artificial refugia checked over a minimum number of suitable visits. Spring and early autumn give the best detection because animals bask to thermoregulate; in high summer they are active but often under cover, so detectability drops. Refugia also need putting out and settling before the count visits begin, which adds two to three weeks to the programme.

Territory-mapping breeding bird surveys need repeat early-morning visits across the season. Separately, and all year, the nesting bird season constrains vegetation clearance: clearance between March and August needs a check by an ecologist immediately beforehand, or it needs to happen outside that period.

Required where a scheme could affect functionally linked land supporting designated-site bird populations — common near estuaries, reservoirs and floodplain. Usually monthly or fortnightly visits across a full winter, so it is a whole-season commitment that has to be identified early or it lands as an eighteen-month delay.

Setts and field signs are far easier to find when ground vegetation has died back, so the effective survey season is the opposite of most others. Bait marking, used to establish which social group uses which sett, runs roughly February to April. Badgers are protected by their own Act, and a sett closure licence has its own closed season (broadly December to June inclusive), which is a separate programme constraint from the survey window.

Nest tube and nest box surveys run April to November, and the standard method scores each month by an index of probability — you need to accumulate a threshold score, and May, September and October carry the highest weight. Start in July and you may not reach the threshold before the season closes. Where hazel is present, a nut search can be run in autumn as a quick supporting line of evidence.

Water vole surveys look for burrows, latrines, feeding stations and runs along the bank, and need two visits in separate parts of the season. Dense summer bank vegetation hides field signs, which is why mid-summer is workable but weaker. Otter signs — spraints, couches, holts — can be searched for at any time of year, and often are, alongside the water vole visits.

Detailed botanical work — NVC communities, priority habitat confirmation, grassland quality, and assessment against the Hedgerow Regulations — depends on plants being identifiable, which usually means in flower or fruit. This is also the survey that most often decides whether a site holds priority habitat, and since 6 August 2026 the presence of priority habitat is what removes the new small-site BNG exemption.

Needed where a site holds brownfield mosaic, veteran trees, calcareous grassland or another habitat known to support assemblages of conservation concern. Usually several visits across the season using a mix of methods, and identification is a specialist task that adds weeks after the last visit — build that into the programme, not just the fieldwork.

Standard macroinvertebrate sampling is run in spring and autumn so results are comparable against reference conditions. Fish eDNA and white-clawed crayfish survey have their own narrower windows — crayfish work is generally July to October. Where a scheme affects a watercourse, expect the Environment Agency or NRW to have a view on method and timing before you start.

Tree survey and constraints plans can be produced year-round, and winter is often better for reading structure. Where trees also have bat roost potential the two surveys should be scoped together — a tree that is a constraint under BS 5837 and a potential roost feature under the bat guidelines is one conversation, not two.

use this

How to use the calendar

Work backwards from the date you need to submit, not forwards from today. A protected species survey is rarely one visit: it is a sequence of visits with a minimum interval between them, followed by reporting, followed sometimes by a licence application with its own determination period. A three-visit bat emergence programme that starts in mid-August does not finish in September — it finishes next June.

The three questions worth asking early

  1. What does the site actually need? A preliminary ecological appraisal answers this and can be done at any time of year. It is the cheapest way to find out whether you have a problem.
  2. Which windows are in play, and when do they close? Some are guidance and can be argued; some, like great crested newt eDNA, are fixed and cannot.
  3. What is the precautionary alternative? If a window has closed, the options are usually to wait, or to assume presence and mitigate. The second is often faster and sometimes cheaper. It should be a priced decision, not a surprise.

Caveat

These windows are indicative and reflect current published good practice for England and Wales. Weather, site conditions, licence conditions, local authority requirements and professional judgement all vary them, and guidance is periodically revised. Nothing here replaces a scoped survey programme for your site.
